日前,哈尔滨市一座以红军街博物馆广场为轴心,全长1373米的地面、地下立体交通工程建成通车。这是红军街博物馆改造工程(简称“红博工程”)的一部分。该项市政工程通过招标吸纳社会资金,选出项目投资主体,中标的企业负责部分工程筹资,并通过工程中一些经营项目来补偿投资效益。 建设部城建司副司长武(氵勇)说,我国城市基础设施产业存在资金匮乏、维修不足和经营效益不佳等问题,红博工程的建设为拓宽城市基础设施的融资渠道提供了好的范例。通过引进竞争机制和商业机制,红博工程运作方式也从计划经济模式转为项目业主负责制模式,解决了工程建设领域中严重超预算的普遍问题,取得了较好的社会效益和经济效益。
