国务院日前就贯彻实施《中华人民共和国教师法》若干问题向省、自治区、直辖市人民政府、国务院各部委、各直属机构发出通知。国务院的通知指出,《中华人民共和国教师法》将于1994年1月1日起施行。这对于落实教育优先发展的战略地位,维护教师的合法权益,加强教师队伍建设,促进教育事业乃至整个社会经济发展,有着十分重要的意义。通知强调,实施《教师法》的主要责任在各级人民政府。为做好《教师法》的贯彻实施工作,通知要求:
The State Council recently issued a circular on certain issues concerning the implementation of the “Teachers Law of the People’s Republic of China” to the people’s governments of provinces, autonomous regions and municipalities directly under the Central Government, the ministries and commissions under the State Council, and the agencies directly under the Central Government. The notice of the State Council pointed out that the Law of the People’s Republic of China on Teachers will come into force on January 1, 1994. This is of great significance in implementing the strategic status of prioritizing education, in safeguarding teachers’ legitimate rights and interests, in strengthening the building of a contingent of teachers and in promoting the cause of education and even the entire social and economic development. The circular stresses that the primary responsibility for the implementation of the Teachers’ Law lies with people’s governments at all levels.
