邓小平同志在去年党的全国代表大会上所强调指出:“文化、教育、卫生部门也必须以社会效益为一切潘动的唯一准则”。“要首先抓好管理和质量,讲求经济效益和总的社会效益”。我国的卫生经济效益,同资本主义国家有着本质区别。我国医疗保健机构建立和经营的根本目的,是为了满足人民日益增长的医疗保健需要,是要用最好的服务质量和最低的劳动消耗,最大限度地保护社会生产力。因此,社会主义卫生经济效益的主要表现是:物化劳动和活劳动消耗越少,满足社会医疗保健需要的程度越高,卫生经济效益越好。医疗保健机构的经济效益与社会效益是互为条件的,前者是后者的构成因素和物质基础,后者是前者的集中反映。虽然两者有时也会发生矛盾。但在社会主义条件下,从根本上说是一致的。为了达到提高社会效益这一根本目的,更好地发展社会主义医疗卫生事业,就要在抓好医疗机构的经济效益的同时,充分发挥现有卫生资源的作用。如果所有的医疗保健机构都不讲求经济效益,现有的卫生资源就得不到充分利用,也会由此失去必要的物质基础,人们所期望的社会效益,也就难于实现。另一方而,如求抛开社会效益而单纯地追求经济效益,那就可能导致错误地采用变相提高收费标准,或者多开药、多检查等不正当手段,损害群众利

The fundamental purpose of the establishment and operation of medical and health care institutions in China is to meet the people’s growing medical and health care needs. It is to use the best quality of service and the lowest labor consumption to maximize the protection of social productivity. Therefore, the main performance of socialist health and economic benefits is: the less materialized labor and living labor consumption, the higher the degree of satisfaction of social health care needs, the better the health benefits. The economic and social benefits of the health care institutions are mutually conditional. The former is the constituent and material basis of the latter, and the latter is the concentrated reflection of the former. Although the two may sometimes have contradictions. However, under the socialist conditions, it is fundamentally the same. In order to achieve the fundamental goal of improving social benefits and better develop socialist medical and health care, we must give full play to the role of existing health resources while doing a good job of the economic benefits of medical institutions. If all health care institutions do not pay attention to economic benefits, the existing health resources will not be fully utilized, and the necessary material basis will be lost. The social benefits that people expect will be difficult to achieve. On the other hand, if you seek to abandon social benefits and simply pursue economic benefits, it may lead to mistakenly adopting disguised fee hikes, or opening up more drugs and more checks and other unfair means to the detriment of the people.
