延边朝鲜自治州位于吉林省东部,辖延吉、图们、龙井、敦化、珲春五市和汪清、和龙、安图三县,总面积为43440平方公里,地处长白山区,矿产资源丰富。截止1988年底的不完全统计,县属以上的开矿单位有550处,其中:金矿9处,铜矿1处,采石场10处,煤矿530处,另有集体和个人采石挖沙400多处。由于在资源开发利用中忽视保持水土,加之频繁的不合理人类活动,加剧了水土流失的发生,出现了一家治理多家破坏,破坏大于治理的不良局面。 针对上述情况,几年来,我们的做法是:抓住重点,以点带面;广泛宣传,依法监督;建立健全地方性法规;各部门有机配合共同做好预防监督工作,已取得了一定成效。
