从目前的运作情况来看,飞行学院各分院机务工程部基本处于“航材资源分散控制使用,相互间难以有效协调支援”的这样一种状态,结果导致资源浪费,维修成本居高不下。因此迫切需要对现有管理体制和管理方式进行改革,统筹资源、统筹规划、统筹运作、统筹管理,从而形成规模,来提升我们的整体保障能力,从而实现进一步的发展和新的跨越。航材费用在总的维修成本中占了很大的比率,降低航材费用对降低维修成本具有重大的意义。那么如何降低航材费用呢?笔者认为,实施供应链管理(SCM)是一种科学有效的航材管理模式。
