Since the Third Plenary Session of the Eleventh Central Committee of the Party, people have emancipated their minds, broke the forbidden zone, seek truth from facts, developed their productive forces, quadrupled their foreign economic relations and trade, and made great progress in transportation. Over the past 20 years, our country's foreign trade and transport have gradually formed the channels and networks for foreign trade and transport of water transport, railways, highways, aviation and oil pipelines that are intertwined with each other and basically adapted to the development of China's foreign economic and trade undertakings, relying on the growth in transport capacity. Twenty years ago, China's transportation was far from meeting the needs of foreign trade. As Comrade Gu Mu pointed out at the time, “There is a problem of transport capacity here, as well as problems with the management system, methods and management style of thinking.” In the course of 20 years of reform and opening up of the foreign trade and transportation system, the reform of the system and the transformation of the operating mechanism
