创新城乡社会管理是统筹城乡发展的重要内容。源于西方语境的协同治理,为推进我国统筹城乡发展中社会管理提供了借鉴范式。鉴于当前统筹城乡发展的现实困境和制约因素,我国应构建以“党委领导、政府负责、社会协同、公众参与、法治保障”为基本架构的多元合作型城乡社会协同治理模式,并通过优化协同治理主体结构、培育优质现代社会资本、构建社会管理协同机制和改善城乡管理体制机制环境等路径,推进城乡社会管理协同治理。
Innovation of urban and rural social management is an important part of urban and rural development as a whole. Collaborative governance originating from the western context provides a reference paradigm for promoting the social management in our country’s overall urban-rural development. In view of the current difficulties and constraints in the overall planning of urban and rural development, China should establish a multi-cooperation model of urban and rural social cooperative governance based on the principle of “party leadership, government responsibility, social coordination, public participation and the rule of law.” By optimizing Collaborative management of the main structure, foster high-quality modern social capital, build social management and coordination mechanisms and improve the urban and rural management system and institutional environment and other pathways, and promote coordinated management of urban and rural social management.
