军队新的房改方案采取了军队保障与社会保障、公寓住房与自有住房、实物供应与货币分配“三结合”的方式。随着房改方案的逐步实施,必然形成干部住房的多元产权关系,要求住房的管理模式多样化。文章认为,军队干部住房管理要走社会化保障之路,根据住房产权关系不同分别采取地方物业公司专业化管理和军队自我保障、实行社会化管理两种模式。
The army’s new housing reform program has taken a “three-in-one” approach to military security and social security, housing for apartments and self-owned housing, and the physical supply and currency allocation. With the gradual implementation of the housing reform program, it is inevitable that the diversified ownership relationship between cadres and their housing will be formed, requiring diversified management modes of housing. The article holds that the military cadres’ housing management should take the road of social security and take the specialized management of local property companies and the army’s self-protection according to the different relations of property rights of houses, and implement the two modes of socialization management.
