据报道,不久前开始全面铺轨的内昆铁路,在经过贵州威宁县草海国家级自然保护区时,为了不造成破坏而小心地施工,甚至不惜将县城车站改址,为此三度停工累计240天,仅停工损失就达1300万元。草海是以国家一级保护动物黑颈鹤为代表的10万只候鸟的越冬地。为了保护这些濒临灭绝的珍稀动物,损失1300万元,从环保的角度来说,自然值得。不过,我不禁犯疑惑:内昆铁路是国家重点工程,项目从论证、评估到勘测、设计,想必经过了层层审查,10万只珍稀保护动物不是来去无踪
