近年来我国一些地区暴恐事件呈现多发、频发态势,公民社会生活面临严峻的恐怖主义威胁,作为重要公共场所的火车站也发生多起严重暴力恐怖袭击事件,造成严重的人员伤亡和财产损失。文章对我国恐怖主义及火车站暴恐形势进行分析,对国内外恐怖主义研究现状简要综述,运用危机生命周期理论对昆明火车站“3·01”暴力恐怖事件分析阐述,对该事件应急管理过程的危机前、危机中和危机后三阶段存在的主要问题进行剖析。在典型案例分析的基础上,对我国火车站暴恐事件应急治理提出针对性的改善策略建议。
In recent years, there have been many and frequent terrorist incidents in some areas of our country. The civil society lives in the face of a serious threat of terrorism. As a major public place, many violent terrorist attacks have taken place, resulting in serious human casualties and property losses . This article analyzes the situation of terrorism in our country and the situation of terrorism at railway stations, briefly summarizes the research status of terrorism at home and abroad, analyzes the violent terrorist incident of “3. 01” in Kunming Railway Station by using the theory of crisis life cycle, Management process of the crisis before, during and after the crisis three stages of the main problems are analyzed. On the basis of typical case analysis, this paper puts forward some suggestions to improve the emergency management of the terrorist incidents at railway stations in our country.
