背景分析目前,各级政府部门都在进行“工作数字化,服务网络化”的重大变革,纷纷建立自己的政务信息系统,它既向公众提供服务,又为行政人员提供办公平台。但是,由于政务信息系统是建立在各级政府部门层面的宏观主体系统,采用统一的用户管理、资源管理和权限控制,无法顾及每个人员、每一处室的实际工作和具体需要。所以,在政务信息系统这个统一平台之外,建立有各部门办公特色的、对政务信息系统有补充和支持功能的办公室内部办公系统就成为必然。
Background Analysis At present, all levels of government departments are making major changes in the “digitization of work and network services” and have set up their own government affairs information system one after another, which not only provides services to the public but also provides an office platform for administrators. However, since the government information system is a macroscopic subject system based on government departments at all levels, unified user management, resource management and authority control can not take into account the actual work and specific needs of each staff member and each office.
