第一章总则第一条为了加强机关、团体、企业事业单位的安全防盗工作,保障社会主义公共财产和公民合法财产的安全,特制定本规定。第二条凡在本省行政区域内的机关、团体、企业事业单位(以下简称各单位)的安全防盗工作,均适用本规定。第三条各单位的安全防盗工作,贯彻预防为主、综合治理的方针,实行群防群治的安全防范责任制。第四条各级人民政府应当加强对各单位治安保卫工作的领导。主管部门应当认真组织所属单位做好安全防盗工作。公安机关负责对各单位安全防盗工作实施指导和监督。第二章职责第五条各单位的法定代表人是本单位安全防资工作的负责人,其主要职责是: (一)根据本规定,结合本单位实际,把安全防盗工作纳入单位行政管理、生产经营管理、经济承包等责任制内;
Chapter I General Provisions Article 1 These Provisions are formulated in order to strengthen the security and anti-theft work of organs, organizations, enterprises and institutions, and safeguard the public property of the society and the legitimate property of the citizens. Article 2 All the organs, groups, enterprises and institutions (hereinafter referred to as “the units”) in the administrative areas of the province shall apply these Provisions for their security and theft prevention. Article 3 The security burglary work of all units shall carry out the principle of prevention first and comprehensive management and shall implement the responsibility system for the prevention and control of the masses for prevention and control. Article 4 The people’s governments at all levels shall step up their leadership over the work of law and order and security of all units. The competent department shall conscientiously organize its subordinate units to do a good job in security burglary. The public security organ shall be responsible for the guidance and supervision of the security burglary work of all units. Chapter II Duties Article 5 The legal representative of each unit is the person in charge of the work of safety and capital prevention of the unit and its main responsibilities are: (1) According to the provisions, combining the actual situation of the unit with the security and burglary work into the unit administration, Production and operation management, economic contract responsibility system;
