本文从政策工具的视角出发,结合政策工具分类和产业政策功能,构建了一个两维度的区域战略性新兴产业政策分析框架,利用此框架对区域战略性新兴产业政策进行文本分析,通过文本分析的结果可以对政策进行诊断与评估,为政策调整和制定提供可靠的依据,最后运用本分析框架对F市战略性新兴产业政策进行了实证检验。
From the perspective of policy tools, combining with the classification of policy instruments and the function of industrial policies, this paper constructs a two-dimensional regional strategic emerging industry policy analysis framework. By using this framework, this paper conducts a textual analysis of regional strategic emerging industry policies, and through textual analysis As a result, the policy can be diagnosed and assessed, which can provide a reliable basis for the policy adjustment and formulation. At last, we use the analysis framework to test the strategic emerging industries in F city.
