目的比较近五年江苏省和浙江省实验动物许可证发放情况,研究两省实验动物许可证管理现状及行业发展水平差异。方法采取现况调查、文献调查、信息研究、比较研究相结合的方法,从每年发放情况、环境设施级别、机构类型划分、机构区域分布等多方面研究五年内两省实验动物许可证的发放情况之异同。结果五年内,江苏省实验动物许可证发放数、批准机构数均明显超过浙江省;江苏省屏障环境设施比例略高于浙江省;两省内实验动物机构覆盖辖区内绝大部分城市,但相对集中在省会及经济发达地区;两省内均为企业类型机构占比最高;两省实验动物种类大致相同,浙江省监管种类更为丰富。结论江苏省实验动物产业结构较浙江省更为完善,产业化社会化程度更高,但需进一步扩大实验动物监管种类。另外,主管部门还需进一步优化推进实验动物许可证管理制度。
Objective To compare the issuance of permits for experimental animals in Jiangsu Province and Zhejiang Province in the recent five years and to study the status quo of the management of permits for experimental animals in the two provinces and the differences in the level of their industrial development. Methods The status quo, literature survey, comparative study and information survey were used to study the distribution of animals in two provinces in five years from the aspects of annual disbursement, environmental facility level, organization type and distribution of institutional area. Similarities and differences. Results Within five years, the number of experimental animal licenses issued in Jiangsu Province and the number of approving agencies were significantly higher than those in Zhejiang Province. The proportion of barrier environmental facilities in Jiangsu Province was slightly higher than that in Zhejiang Province. The experimental animal institutions in both provinces covered most of the cities in the jurisdiction, Concentrated in the provincial capital and economically developed areas; two provinces are the highest proportion of business type institutions; experimental animals in two provinces roughly the same types of species in Zhejiang Province is more abundant regulatory. Conclusion The industrial structure of laboratory animals in Jiangsu Province is more perfect than that in Zhejiang Province, and the degree of socialization of industrialization is higher. However, it is necessary to further expand the types of laboratory animals to be supervised. In addition, the competent departments need to further optimize and promote the experimental animal license management system.
