美国的卫生改革近两年来成为世人关注的热点问题。克林顿总统上台伊始即推出了轰轰烈烈的卫生改革计划,近日美国政府和国会又为老年医疗照顾计划的预算争吵的不可开交。何以如此?美国把1/7以上的国民财富用于卫生保健,却没有让其国民享受到相应的健康水平的事实,不仅让外国人迷惑不解,就是很多美国人也莫明其妙。本文试图对美国卫生体制高投入低产出之迷……“美国式陷阱”进行剖析,揭示其迷底,这对于一个发展中国家在选择自己的卫生发展模式和改革卫生体制时也许不无裨益。
In the past two years, the U.S. health reform has become a hot issue of concern to the world. Since President Clinton took office, he has launched a vigorous health reform plan. In recent days, the U.S. government and Congress have quarreled over the budget of the old-age medical care plan. Why is it so? The fact that the United States used more than one-seventh of its national wealth for health care but did not allow its citizens to enjoy a corresponding level of health has not only puzzled foreigners, but also many Americans. This paper attempts to analyze the “American trap” and reveal the bottom of the puzzle of the high input and low output of the U.S. health system. This may be useful for a developing country in choosing its own health development model and reforming its health system. .
