养老问题是老龄化社会重要的民生热点问题之一。当前,我国人口老龄化趋势愈趋明显,探索和发展新型高效养老模式已是摆在当前政府和社会面前的棘手问题。本文就国内外学者对养老的见解与各自强调的重点进行了阐述,并对上述观点进行概括总结,介绍了员工福利理论、EAP理论、旅游养老理论、文化养老理论,概括了江苏水利厅与晋机集团“文化养老”的优缺点。本文重点通过对SDYC公司(以下简称SDYC)推行的“文化养老”工程进行深入调查研究,客观分析YC行业及全国养老情况,总结SDYC近几年来在“文化养老”方面的做法和成效,以EAP理论为依据对SDYC“文化养老”体系进行重新构造设计,使“文化养老”体系更加健全,并就如何在全国范围内推广“文化养老”从法律、组织、资金投入等角度提出综合性政策建议。
Pension is one of the hot issues in people’s livelihood in the aging society. At present, the trend of population aging in our country is becoming more obvious.
