近几年,莱芜市莱城区多管齐下,较好地解决了下岗职工基本生活保障和再就业问题。截至一九九九年底,全区共有下岗职工七百二十六人,通过多种渠道安置六百六十八人,再就业率达到百分之九十二,具体做法是:一、发挥三个积极性。一是发挥政府、部门的积极性。区委、区政府对再就业工作十分重视,成立了再就业工作领导小组,统筹协调研究指导下岗职工基本生活保障和再就业工作。工商、税务、土地、城建等部门也都从各自职能出发,在工商登记、税收减免、经营场所、资金扶持等方面对下岗职工给予照顾,给下岗职工再就业创造了一个良好的环境。二是发挥企业积极性。凡有下岗职工的区直以上企业全部建立了再就业服务中心。企业在强化主业,提高效益的同时,积极发展辅业,妥善分流安置下岗人员。如振华公司靠自身挖潜发展
