当前,粮食流通体制改革进入了关键时刻。为了把粮食流通体制改革推向深入,达到预期的目标,国务院不久前发出了《当前推进粮食流通体制改革的意见》(以下简称《推进粮改意见》)。中央经济工作会议和中央农村工作会议都强调1999年要推进粮食流通体制改革。作为负责粮油收购资金供应与管理工作的中国农业发展银行,怎样贯彻落实中央经济工作会议、中央农村工作会议精神和国务院《推进粮改意见》精神?如何在已基本实现粮油收购资金封闭运行的基础上,进而实现收购资金持续稳定的封闭运行?记者就此走访了农发行有关负责人。
