2011年煤矿瓦斯防治监管监察工作的总体思路是:以贯彻落实《国务院关于进一步加强企业安全生产工作的通知》(国发〔2010〕23号,以下简称国务院《通知》)和全国煤矿瓦斯防治电视电话会议精神为核心,以强化煤矿企业安全生产主体责任为重点,以进一步减少瓦斯事故总量、遏制煤矿瓦斯重特大事故为目标,围绕全面落实“三深化”、“三推进”重点任务和建设完善“六大体系”、着力提高“六个能力”
