1987年第四季度,在全国出现了解放以来第五次较大的猪价波动。当时,常熟市农贸市场鲜猪肉价格扶摇直上,统白肉销价每500克高达2.70元,而江苏省规定生猪收购指导价为每50公斤103元,按毛白差1:1.6计算,统白肉销价每500克应为1.65元,市场价比省定指导价高出63.64%。为了稳定物价,安定人民生活,常熟市政府决定从1987年11月起,对城区居民每月凭券供应猪肉1公斤,每500克1.65元。同时允许国营、集体肉店经营定量以外的议销猪肉,议销价为每500克2.40元。
