基于水制度分析与发展(WIAD)研究框架,从“需水方”角度,对黑河流域中游的张掖市的水部门现状、绩效评价及其主观评价的影响因素进行计量实证分析,为干旱区流域水资源管理提供可行的理论与实践依据。研究发现:(1)微观水平(农村村社和城镇街道居委会)的分水、调水以及水交易的顺畅度较低;(2)水部门的物质绩效最高,金融绩效最低;(3)只考虑单个因素时,户口、受教育程度和职业因素对水部门绩效影响显著;综合考虑三个因素时,只有职业(工人和水务管理干部)因素对水部门绩效影响显著。
Based on the research framework of WIAD (Water Systems Analysis and Development), from the perspective of water demand, the current situation, performance evaluation and influencing factors of subjective evaluation of the water sector in Zhangye City in the middle reaches of the Heihe River Basin are measured and measured. Regional water resources management provides feasible theoretical and practical basis. The study found that: (1) the water division, water diversion and water trading at the micro level (rural village community and urban neighborhood committees) are less smooth; (2) the water sector has the highest material performance and the lowest financial performance; (3) When considering individual factors, hukou, education level and occupational factors have a significant impact on the performance of the water sector. When considering all three factors, only the occupational (workers and water management cadres) factors have a significant impact on the water sector performance.
