家住上海的姚逸功是位部队退休干部。前些年,他与另两位老友合资注册成立了一家企业发展战略研究所。在业务拓展中,结识了一个华侨朋友何先生。2005年,何先生的好友——帕劳共和国副总统小汤米·雷门格绍爵士想以私人身份来中国大陆考察访问。但是中帕两国没有建立外交关系,相互之间旅游也不开放,因此希望有个单位能够邀请他。
