作为城市应急系统的重要组成部分,城市应急文化是突发事件与应急管理相互作用在人们意识形态和活动规律方面的综合反映,影响着城市应急管理的效率和有效性。辨析安全文化、灾害文化和应急文化的内涵,基于沙因文化层次理论,解析城市应急文化结构,分析城市应急文化与应急系统中其它要素的关系,明确其功能;对比分析国内外城市应急文化培育的重点,揭示经济社会发展不同时期及事件演化不同阶段的城市应急文化培育的关键因素,以及潜在假设层、外显价值观层和符号层制衡关系。
