随着我国加入WTO,外轮理货公司的转制工作进入最后的冲刺阶段。各港的外轮理货公司将从港口企业中分离出来,作为独立的企业法人,自主经营。中国外轮理货总公司向各港外轮理货分公司收取管理费的方式将改为持有各港外轮理货公司一定的股份(即16%的股份)。结束了中国外轮理货总公司长期以来仅对各理货分公司实施业务领导,其余管理工作由各分公司所在港务局负责,各分公司实际上是港务局的直属企业的局面。同时也放开了理货市场,打破了理货行业的垄断,有利于进一步规范理货业务,保证理货的公正性,促进理货质量的不断提高。
