(一)近几年来,不少同志在探讨铁路牵引动力发展政策方面阐述了各自的看法:有的同志认为铁路牵引动力发展应以电力牵引为主;有的认为应以内燃或蒸汽牵引为主;还有的提出三种牵引方式并存。由于意见分歧太大,加上其它原因,直接响影到这一技术政策的制定。那么,分歧何在呢?从学术观点来讲,铁路牵引动力发展政策之争的主要分歧在于进行牵引动力技术经济

Some comrades think that the development of rail traction power should be dominated by electric traction; some think it should be dominated by internal combustion or steam traction Others suggested three coexistence methods.
