作者认为，国家财政是政府配置资源的一种形式。在计划经济条件下，它是社会资源配置的基本形式、主导形式；在市场经济条件下，它是社会资源配置的补充形式、调节形式。文章指出，满足社会共同需要的物品和劳务，不能通过市场交易来提供，只能通过财政渠道、财政方式来满足。这就是财政配置资源的一种功能，是市场及其它分配形式所无法代替的。对于应该由财政配置资源的项目，我们要尽最大努力逐步给予满足，从而保证国民经济的有序运行。
The author believes that state finance is a form of government allocation of resources. Under the condition of planned economy, it is the basic form and the dominant form of social resource allocation. Under the condition of market economy, it is the supplement and adjustment form of social resource allocation. The article pointed out that to meet the common needs of society, goods and services can not be provided through market transactions, but only through financial channels and financial means to meet. This is a function of the allocation of resources by finance and can not be replaced by markets and other forms of distribution. We should do our best to gradually satisfy the projects that should be allocated resources by finance so as to ensure the orderly operation of the national economy.
