建国以来,全国林业调查设计部门管理体制一直都是事业管理,迄沿至今已三十年之久。实践证明,这种管理制度有一定科学性,但也存在着一定问题。事业管理首先是经费年年有保证,经济管理就形成了“供给制”,吃“大锅饭”倾向严重,对生产发展是不利的。随着经济管理体制改革,日益暴露了它的缺陷和不足。党的三中全会以后,由于四化建设的蓬勃发展,调查设计单位在管理体制上也作了一些改进,例如我们单位试行了粗线条的“经费包干、节余留成”的经济管理办法。但由于相应的其它管理工作跟不上,尤其是生产和经济责任 Since the founding of the People’s Republic of China, the management system of the forestry investigation and design department in the whole country has been undertaking business management for as long as 30 years.
