文章对国家自然科学基金面上项目的资助情况进行了分析研究。从NSFC项目所在地分布情况来看,各地区的项目数量、资助力度都呈现不均衡分布;科学研究实力强的地区获得NSFC资助的机会较大,研究实力弱的地区获得资助的机会较小。这证明NSFC在各地区的分布虽然呈现出不均衡状态,但是它的分配机制是公平的,并不存在地区偏好问题。研究结果表明,一个地区的科技论文数占全国科技论文数的比例每增加1个百分点,该地区所获得的国家自然科学基金项目在全国的比重就可能增加1.15个百分点;一个地区的NS-FC论文数占全国NSFC论文数的比例每增加1个百分点,该地区所获得的国家自然科学基金项目占全国的比重就可能增加1.33个百分点。文章最后分析了NSFC对发达省市及弱势地区资金支持的情况,认为在择优支持发达省市、扶持弱势地区的同时,应适当关注中部地区的发展。
The article analyzes and studies the subsidy of the National Natural Science Foundation of China. From the distribution of NSFC project locations, the number of projects in each region and the intensity of funding are unevenly distributed. The regions with strong scientific research have a greater chance of obtaining NSFC funding and the less-funded regions have less chance of receiving funding. This proves that although the distribution of NSFC in various regions shows an unbalanced status, its distribution mechanism is fair and there is no regional preference problem. The results show that the proportion of science and technology papers in a region accounts for 1 percentage point of the total number of science and technology papers in a region and the proportion of NSFC projects in the whole country may increase by 1.15 percentage points. In one region, NS-FC For each 1% increase in the number of dissertations that make up the national NSFC paper, the proportion of NSFC projects in the region may increase by 1.33 percentage points. Finally, the article analyzes the NSFC's financial support for the developed provinces and the disadvantaged areas, and holds that due consideration should be given to the development of the Central China while giving priority to supporting the developed provinces and cities and supporting the disadvantaged areas.
