为贯彻党的十五届四中全会精神,落实《中共云南省委关于贯彻<中共中央关于国有企业改革和发展若干重大问题的决定)的意见人深化我省国有企业劳动用人制度改革,特提出以下实施意见: 一、我省的国有企业(以下简称企业)应把深化企业劳动用人制度改革作为企业改革、改组和加强管理的推进器,按照十五届四中全会精神,结合本企业实际,精心设计,周密安排,循序渐进,积极稳妥地推进改革,逐步建立健全经营管理者能上能下,人员能进能出的动态运行机制。
In order to implement the spirit of the Fourth Plenary Session of the 15th CPC Central Committee and implement the “Opinions of the CPC Yunnan Provincial Committee on Implementing the Decision of the CPC Central Committee on Several Major Issues Concerning the Reform and Development of State-Owned Enterprises”, we have deepened the reform of the labor employment system in our province’s state-owned enterprises. The following implementation opinions: 1. The state-owned enterprises (hereinafter referred to as enterprises) in our province should regard the deepening of the enterprise labor employment system reform as a propelling device for enterprise reform, reorganization, and strengthening of management. In accordance with the spirit of the Fourth Plenary Session of the 15th CPC Central Committee and the actual conditions of the company, Carefully designed, carefully arranged, step by step, actively and steadily push forward the reform, and gradually establish and improve the dynamic operating mechanism for the managers to be able to go up and down.
