澳大利亚橄榄球国家组织运作模式改革的实质是对联邦政府传统行政管理体制的彻底转变。改革涉及的领域包括联邦政府职能的转变与对改革的支持、体育组织内部治理结构完善与优化、构建以董事会为核心的内部经营权与决策权分离体制、调动社会力量对改革的参与和支持。澳大利亚橄榄球组织改革给我国体育组织改革有以下3点借鉴:首先,政府层面要积极转变政府职能,加快政府与体育组织行政脱钩,将公共体育事物管理权利逐步下放,让体育组织成为体育事业治理的真正主体;其次,优化体育组织内部治理结构,成立并完善体育组织内部理事会架构,将组织管理业务剥离出来,委托给理事会经营;最后,调动社会各界积极参与体育组织改革,夯实体育组织改革的社会根基。
