目的了解北京市朝阳区成立疾病预防控制(以下简称疾控)工作站在重大活动保障中对公共卫生事件处理工作的作用。方法以北京奥运会期间公共卫生事件处理工作为例,采用回顾性调查、现场实践效果分析及访谈方法,收集资料并进行分析。结果成立疾控工作站使得在重大活动保障中处理公共卫生事件的组织体系、工作方法、工作效率发生改变。(1)组织体系:增加了疾控工作站处理的环节。(2)工作方法:在重大活动保障时由以前的疾控中心一家处理公共卫生事件转变成疾控中心和疾控工作站划片处理。(3)奥运会期间的应用:①2008年7—9月期间处理公共卫生事件91件,较2007年同期处理的突发公共卫生事件(43起)增加了1.12倍;②2008年7—9月朝阳区疾控中心处理的公共卫生事件,从接报到流调人员到达现场的平均时间为(20.5±9.4)min,比启动疾控工作站前的2007年同期的平均时间[(41.4±16.1)min]缩短了20.9 min;③在2008年7—9月奥运会期间,16.5%的公共卫生事件是在接报后10 min内到达现场,47.3%的事件是在10~20 min内到达现场,27.5%的事件是在20~30 min内到达现场,共计有91.2%的事件在30min内到达现场。(4)访谈结果:100%(32/32)的受访者认为设立疾控工作站这种工作模式很好,可以很好地解决应急工作中的一些难题。93.75%(30/32)的受访者认为疾控工作站在奥运期间的城市运行保障中发挥了重要的作用。6.25%(2/32)的受访者认为疾控工作站在奥运期间的城市运行保障中发挥了一般作用。结论建立疾控工作站,是朝阳区的一项举措,它进一步完善了朝阳区现有的公共卫生事件应急机制,全面提高重大活动保障期间公共卫生事件综合应急能力。
Objective To understand the effect of the establishment of Disease Control and Prevention (hereinafter referred to as CDC) workstations in Chaoyang District of Beijing on the handling of public health events in the protection of major activities. Methods Taking the treatment of public health events during the Beijing Olympic Games as an example, retrospective surveys, on-site practical effects analysis and interview methods were used to collect and analyze the data. Results The establishment of a disease control workstation has resulted in changes in the organizational structure, working methods and work efficiency in handling public health events in the protection of major activities. (1) organizational system: an increase of disease control workstations part of the process. (2) Method of work: In the event of major activities, public health incidents handled by a former CDC transformed into CDC and CDC dicing. (3) Application during the Olympic Games: ① 91 cases of public health events were handled during July-September 2008, an increase of 1.12 times as compared with 43 cases of public health emergencies handled in the same period of 2007. ② In July-September 2008, Chaoyang District The average time from receiving the epidemic staff to the scene was (20.5 ± 9.4) min, shorter than that of the same period in 2007 before initiating the CDC [(41.4 ± 16.1) min] 20.9 min; ③ During the Olympic Games from July to September 2008, 16.5% of public health events arrived at the scene within 10 minutes after receiving the report, 47.3% of the events arrived at the scene in 10 ~ 20 minutes and 27.5% of the events Arrived at the scene in 20 ~ 30 minutes, a total of 91.2% of the events arrived at the scene within 30 minutes. (4) Interview results: 100% (32/32) of respondents think that setting up a CDC workstation works well and can well solve some problems in emergency work. 93.75% (30/32) of respondents think CDC plays an important role in guaranteeing urban operation during the Olympic Games. 6.25% (2/32) of respondents considered that CDC played a general role in guaranteeing urban operation during the Olympic Games. Conclusion The establishment of a CDC station is a measure in Chaoyang District. It further improves the existing public health emergency response mechanism in Chaoyang District, and comprehensively improves the overall emergency response capacity of public health events during major activities.
