针对改革开放以来中国民航业的发展状况,利用1985～2008年的时间序列数据,对中国民航业放松管制的效果进行了实证检验,结果表明:放松管制对航空运输总量的增长有显著的正向影响,与市场实际价格和航空公司的运营成本呈负相关,而由于放松管制带来的行政管理力量的削弱,对行业服务质量的提高带来了负影响。民航业应继续深化管制改革,逐步放松价格和进入等经济性管制,加强社会性管制,通过竞争机制提高国际竞争力。
In view of the development of China’s civil aviation industry since the reform and opening up, the author uses the time series data from 1985 to 2008 to test the effect of deregulation in China’s civil aviation industry. The results show that deregulation has a significant positive effect on the growth of air transport Which is negatively correlated with the actual market price and the operating costs of airlines. However, the weakening of the administrative power brought about by deregulation has a negative impact on the improvement of service quality in the industry. The civil aviation industry should continue to deepen regulatory reforms, gradually relax economic controls such as pricing and entry, strengthen social control and enhance its international competitiveness through competition mechanisms.
