在对比成本定价法和需求定价法之后,得出了在制定高速公路收费标准方面基于受益角度的需求定价法受信息不对称因素影响更小,且定价容易、调价方便,是一种有效率的激励之研究结论,并以此为基础构建了基于受益角度的高速公路收费定价模型。该模型以普通公路作为衡量高速公路受益标准,把高速公路受益影响因素区分为时间节省、油耗降低和安全性提高等三个方面,进而核算每公里高速公路受益的货币价值。
