众所周知,隔绝四十多年的海峡两岸,由于科技发展的方针、政策不同,侧重点不同,发展环境和资金投入各异,导致科技发展水准也迥异不一。从两岸科技发展的历程来看,台湾走的是一条轻基础研究、重应用研究的道路,其科技强点在中、下游。而大陆则是重基础研究和高科技研究,应用研究相对着力较少,科技强点是在中、上游。不同的发展特点,造就了两岸各自的科技优势和产业强项。在当前两岸科技和产业不断向纵深发展的形势下,我们探讨一下两岸科技以及产业发展的竞争性与互补性,对两岸的科技与产业的发展和合作不无益处。 一、两岸科技和产业发展的竞争性 科技同经济发展一样,存在着竞争性是客观的,也是必然的,是经济发展规律所决定的。海峡两岸的科技与产业在各个时期表现出一定的竞争性,也
As we all know, the cross-Strait cut off from the past 40 years has caused different levels of development in science and technology due to the different policies, different policies, different emphases and differences in development environment and capital investment. From the perspective of the development of science and technology between the two sides of the Taiwan Strait, Taiwan takes a path of light basic research and applied research. Under the circumstance that science and technology and industries across the Strait continue to develop in depth, we will explore the competitiveness and complementarity of science and technology and industrial development across the Strait and will not be of any help to the development and cooperation of science and technology and industries on both sides of the Strait. I. Competitive Science and Technology for Cross-Straits S & T and Industrial Development Like economic development, the existence of competition is objective and inevitable and is governed by the law of economic development.
