历史翻开了新的一页,迎来了“九五”计划的第一年。党的十四届五中全会通过的《中共中央关于制定国民经济和社会发展“九五”计划和2010年远景目标的建议》规划了我国今后15年社会主义现代化建设的宏伟蓝图。《建议》指出:“必须把物质文明和精神文明作为统一的奋斗目标,始终不渝地坚持两手抓、两手都要硬。”在经济高速发展的新形势下,当前一个同样紧迫的任务是如何抓紧抓好精神文明建设,提高全民族的文化素质、道德修养和文明水平,使我们的国家和民族能以稳健有力的步伐和崭新的精神风貌迈向21世纪。为此,民盟中央文化委员会和《群言》编辑部于1995年11月14日邀请在京的音乐界知名人士,以《音乐文化与精神文明建设》为题举行专题座谈。座谈会由民盟中央文化委员会主任刘德海同志主持。民盟中央副主席冯之浚同志参加了座谈会。
History opened a new page and ushered in the first year of the “95” project. The “Proposal of the Central Government of the CPC on Formulation of the Ninth Five-Year Plan for National Economic and Social Development and the Vision for 2010” adopted by the Fifth Plenary Session of the 14th Central Committee of the Communist Party of China planned the grand blueprint for the socialist modernization drive in China in the next 15 years. The “Proposal” states: “Material civilization and spiritual civilization must be the goal of a unified struggle, unswervingly sticking to both hands and both hands should be hard.” Under the new situation of rapid economic development, an equally urgent task now remains How to grasp the construction of spiritual civilization so as to raise the cultural quality, morality and civilization of the entire nation so that our country and nation can march toward the 21st century with steady and vigorous strides and a brand-new spiritual outlook. To this end, the Central Committee of the Democratic League and the “Group of Speech” editorial department in November 14, 1995 invited celebrities in Beijing’s music industry, “music culture and spiritual civilization construction” as a theme for thematic discussion. The forum was chaired by Comrade Liu Dehai, director of the Central Committee of the Democratic League. Comrade Feng Zhijun, vice chairman of the Central Committee of the Democratic League, participated in the symposium.
