福建省地处东南沿海,人口3600万,东濒临台湾,南接连广东,海岸线长达3000多公里,海陆交通十分便畅,是全国著名的侨乡省份之一。在国外侨胞达800万,港、澳同胞80万。自改革开放以来,受国际毒潮的直接冲击和影响,福建省也未能幸免受毒品侵蚀危害的厄运,从以往过境零星贩毒发展到有组织、境内外毒贩相互接应、从事大宗贩毒网络的严重态势。据统计:1996年以来,全省公安机关共破获各类毒品大案1816起,缴获各类毒品1198公斤,抓获毒品犯罪嫌疑人2202名。以上数字只反映出福建省公安机关打击毒品犯罪案件的一个侧面,与各类
