6月27日,北京市建委和农委联合召开“北京市停产实心黏土砖工作电视电话会议”,对北京市禁用、禁产实心黏土砖工作进行具体部署。国家经贸委资源节约与综合利用司司长赵家荣和国家经贸委资源节约与综合利用司综合利用处处长、全国墙改办副主任马荣出席了会议,赵家荣司长在讲话中充分肯定了北京10年来墙材革新与建筑节能工作取得的成绩,希望北京在已有工作基础上,确保实现明年5月1日起全市停止生产实心黏土砖的目标。北京市副市长刘志华强调指出,禁产实心黏土砖工作绝不能含糊,有关部门要提高认识,统一思想,坚定信心,加强执法,一定要按期实现禁产目标。2001年8月14日,北京市市长刘淇签发第80号市政府令,宣布《北京市建筑节能管理规定》自2001年9月1日起实施。该《规定》要求,自2002年5月1日起,全市行政区域内除农民在自有宅基地上建低层建筑外,其他建筑工程一律禁用实心黏土砖;自2003年5月1日起,全市禁止生产实心黏土砖。北京对实心黏土砖的禁用时限比国家规定的目标超前,又在全国率先提出全面禁产实心黏土砖,这充分体现了北京市知难而进的精神,令人鼓舞和敬佩。保护土地,保护资源,保护生态与环境,实施可持续发展战略,功在当代,惠及子孙。我们呼唤更多的城市和地区积极做好禁用、淘汰实心黏土砖工作。本?
