依法行政是依法治国的关键。我国在行政立法及行政执法方面与依法治国的要求尚有差距，究其原因，既有行政管理体制问题，也有立法体制问题，还有法制观念和执法监督等问题。为此，应以学习邓小平民主法制思想为重点，确立宪法和法律至上的法律意识；应进一步完善国家行政立法，使依法行政有其法律基础；应深化政治体制改革，完善依法行政的组织保障；应加强行政执法队伍建设，培养一支高素质的行政执法队伍。
Administration by law is the key to governing the country according to law. There is still a gap between our country’s administrative legislation and administrative law enforcement and the requirements of governing the country according to law. The reasons are not only the problems of the administrative system but also the legislative system as well as the concept of the legal system and the supervision of law enforcement. To this end, we should study Deng Xiaoping’s thought of democracy and legal system as the key point, and establish the legal awareness of the constitution and the supremacy of law. We should further improve the national administrative legislation so that the administration according to law has its legal basis, deepen the reform of political system and perfect the organizational guarantee of administration according to law, The construction of administrative law enforcement teams should be strengthened and a contingent of high-quality administrative law enforcement personnel should be trained.
