长江经济开发第二次理论研讨会于1989年10月21～23日在宜宾市举行。会议围绕长江经济带的建设,着重探讨了长江经济产业结构的调整、上中下游及沪宁汉渝4区段的协调发展、金沙江中下游经济开发与全流城的关系等问题。会议认为,长江经济带是我国经济发展向西拓展的主要通道,长江应该成为一个横贯东西、带动南北的产业密集带。从长江产业发展的特点和国家对基础产业发展的急需看,长江流域的经济发展应以资源开发为导向,向能源、原材料等基础产业倾斜。由于长江下游资源短缺,而长江上游的金沙江-六盘水开发区的资源丰富、配套;因此,攀西-六盘水的开发是长江经济带向西拓展的当务之急,有利于开发长江经济。
The second seminar on economic development of the Yangtze River was held in Yibin from October 21 to 23, 1989. Focusing on the construction of the Yangtze River Economic Belt, the meeting focused on the adjustment of the economic and industrial structure of the Yangtze River, the coordinated development of the upper and lower reaches, the 4 sections of Shanghai-Nanjing-Chongqing-Chongqing-Chongqing Section and the economic development of the middle and lower reaches of the Jinsha River. The meeting held that the Yangtze River Economic Belt is the main channel for China’s economic development to expand westward. The Yangtze River should become an industrial-intensive belt that traverses both east and west and drives north and south. In view of the characteristics of the industrial development in the Yangtze River and the urgent need of the state for the development of basic industries, the economic development of the Yangtze River Basin should be oriented toward resource development and tilt to the basic industries such as energy and raw materials. Due to the shortage of resources in the lower reaches of the Yangtze River, the Jinsha River - Liupanshui Development Zone in the upper reaches of the Yangtze River is rich in resources and supporting facilities. Therefore, the development of Panxi - Liupanshui is the top priority for developing the Yangtze River economic belt to the west and conducive to the development of the Yangtze River economy.
