在国民党官方的倡导下,“劳资合作”成为南京国民政府时期的主流话语。可是,劳资之间对各自在合作中的地位认识不一,官商之间对劳资合作的责任分担分歧重重,出现了合作之声不绝于耳,合作行动难觅踪迹的局面。其原因在于,劳资两方虽然都有合作的主观愿望,但政府未能保持其劳资政策的持续性,也未能承担其社会责任,劳资合作的外部环境不佳;而同处帝国主义经济侵略之下的劳资双方都在为维持生存而奋斗,为谋求合作所作的让步太少。
