政府债务是困扰县域经济发展的一大突出问题。截至2005年底,云南省鹤庆县的县乡两级政府性债务余额15448万元(其中县级债务14335万元,乡镇级债务1113万元),是当年全县一般预算收入的2.6倍。七年多来,鹤庆县按照“摸清家底,挤出水分,分类化解,逐步解决”的思路,在化解政府性债务方面进行了有益探索,于2009年10月在全州12个县市中率先实现了乡镇“零债务”目标,并进一步巩固了“零债务”的成果。
Government debt is a prominent problem plaguing the county’s economic development. By the end of 2005, the balance of government debt at county and township level in Heqing County of Yunnan Province was 154.48 million yuan (including 143.35 million yuan of county-level debt and 11.13 million yuan of township-level debt), 2.6 times of the general budget revenue of the county in that year. Over the past seven years, Heqing County has conducted a useful exploration in resolving government debts in accordance with the principle of “finding out the bottom of our family, squeezing out the water, resolving it by categories, and gradually solving it”. In October 2009, 12 counties The county and city took the lead in realizing the goal of “zero debt” in towns and villages and further consolidated the achievements of “zero debt”.
