武汉市是全国开展政府法制工作最早的城市之一。1988年12月,武汉市被国务院批准为全国法制建设试点城市(首批7个城市之一)。1988年6月,武汉市政府法制办公室成立(设有5个工作处室)。近几年来,武汉市政府法制工作,特别是行政执法责任制工作,取得了较为显著的成效。主要表现在四个方面:1.政府立法方面。武汉市人民政府从1988年起将法规、规章的起草制定工作列入一级工作目标进行管理。自1998年元月新一届政府成立以来,武汉市人民政府制定行政规章60件,提请市人大常委会审议通 Wuhan is one of the earliest cities in the country to carry out legal work in the government.
