财务集中管理是近几年水利体制改革新举措之一,是适应经济形势发展的新尝试。在此形势下,宝应县水务局成立了融会计服务和管理监督为一体的财务管理中心,对基层水管单位实行财务集中管理,在规范财务收支行为、强化内部财务管理、保障资金安全等方面取得了较好的效果,同时也存在着思想认识、制度建设、监督力度等方面的问题。本文对宝应县水务局财务管理中心的做法、取得的成效以及存在的问题进行了研究,并针对存在的问题提出了相关的解决措施。
