本文以《山东省小清河流域水污染防治条例》为例，论述了地方环境立法在完善和发展我国的污染物总量控制制度、征收排污费制度、环境影响评价制度、“三同时”环境管理制度等主要的环境管理法律制度方面的促进作用，并列举出具体条款予以说明和阐述，以供国家在修改完善环境保护法律法规、特别是完善制定流域水污染防治法律法规时参考；同时，本文明确阐述了可供借鉴的具体法规条款的理由，以供有关人员参考。
