素有“绿海明珠”之称的云南普洱市地处祖国西南边陲,与越南、老挝、缅甸三个国家接壤,是全国唯一“一市连三国、一江通五邻”的边疆市,居住着彝族、佤族、哈尼、拉祜、傣族等26个少数民族,全市10县(区)有9个是民族自治县,有7个是贫闲县。2005年9月,高旭升赴任普洱市委书记和普洱军分区党委第一书记。自此,他忠实履行党管武装职责,在“绿海明珠”奏响了一曲曲强武兴武的新乐章,被上级评为“十五”期间国防动员先进个人。
Known as “Green Sea Pearl”, Pu’er City, located in the southwestern border of the motherland, bordering on the three countries of Vietnam, Laos and Myanmar, is the only “one city with three countries and one river through five neighbors”. There are 26 ethnic minorities such as Yi, Wa, Hani, Lahu and Dai nationalities in frontier cities. Nine of the 10 counties (districts) in the city are ethnic autonomous counties, and seven of them are poor counties. In September 2005, Gao Xusheng went to Pu’er municipal Party committee secretary and Pu’er military district first party secretary. Since then, he has faithfully performed his party’s duty of controlling the armed forces and played a new movement in the “Green Sea Pearl” with a strong force. He was appraised by his superiors as an advanced individual in national defense mobilization during the “15th Five-Year Plan.”
