从中俄两国的地理位置和煤炭资源的分布与需求状况看,双方具备合作的基础。然而,10多年来,由于煤炭产业自身发展的客观制约条件长期存在,加上双方的利益点不能完全吻合,中俄在煤炭领域的合作一直没有大的突破。本文将从两国煤炭产业发展和进出口贸易情况人手,分析两国煤炭领域合作的现状以及合作的关键问题。
From the geographical location of China and Russia and the distribution of coal resources and demand situation, the two sides have the basis for cooperation. However, over the past 10 years, due to the long-standing objective conditions for the development of the coal industry itself and the fact that the interests of both sides can not be completely matched, there has been no major breakthrough in the cooperation between China and Russia in the field of coal. This article will analyze the status quo of coal cooperation in the two countries and the key issues of cooperation based on the manpower development, import and export trade in the coal industry in the two countries.
