校本课程开发实质是一个以学校为基础,以满足学生需要和体现办学理念与特色为目的,进行课程开发的开放民主的决策过程,即校长、教师、专家、学生以及家长和社区人士共同参与学校课程的制定,实施和评价活动。开发校本课程,应该充分利用校内外各类资源,选择贴近社会发展与学生实际的课程内容,特别要注重主体性、开放性、自主性和个别性。真切的需要:校本课程开发的指明灯深入妥贴地理解、开发校本课程,必须始终追问:为什么要有校本课程?校本课程究竟是为了什么?才能把学校从“为有而有”、“生拉硬凑”“疲于应付”的“开发主体单一化”、“过程随意化”、“结果教材化”课程开发状态中解脱出来。
