随着形势的发展,各单位有关端正党风、保持廉洁等方面的制度、规定大都订立公布了。但从当前一些单位落实制度的情况看,效果却较差。其主要原因是:1.缺乏针对性。制度,是适应一定事物发展的客观需要而产生的。不同单位、不同层次所制定的制度,应有各自不同的特点,才能达到“度”适量、“制”有效的目的。但现在有的单位不明确制定制度的意义和作用,只为跟形势,赶时髦,装门面;有的制定制度不从本单位的实际出发,录用兄弟单位的条文,生搬硬套;还有的为了应付差事和迎合领导口味,盲目“效仿”上级,致使所制定的制度“上下一般粗”。如有的单位针对党委包揽事务过多的问题,研究制定了党委议事规则,这是很必要的。但有的下级党委不研究、不分析,不针对本单位存在的问题,有重
