In recent years, the important position of water conservancy has brought new challenges to the water conservancy industry. How the water conservancy industry can get rid of poverty and achieve a healthy operating mechanism of self-sustainability and self-development has become an urgent issue for the water conservancy industry. To this end, the Ministry of Water Resources has explicitly proposed the establishment of an overall development plan for the five major systems of the water conservancy industry.
