我国与就业对接的中职、高职、本科三类教育均建立了质量年报发布制度。在比较视阈下回顾高职质量年报发展历程发现,我国高职质量年报起步迟、进展快、覆盖全,质量年报实现了主要向政府报告的履职效用。面对办人民满意的高职教育目标,高职质量年报功能定位应由“履职”向“履责”转变,改革受众定位模糊、表现形式单调、发布渠道单一等不足,从高职质量年报的编制目的、受众群体、报告内容、表现形式、发行渠道、编制队伍、数据来源、行文风格、互动渠道、效能测定等十方面加以改进。
